UN Security Council Demands Accountability for Attacks on Peacekeepers

The United Nations Security Council has unanimously adopted a new resolution calling for stronger accountability for crimes committed against UN peacekeepers, sending a clear message that attacks on “blue helmets” will no longer be met with impunity.

Resolution 2823 (2026), co-sponsored by Denmark and Pakistan and backed by more than 150 countries, urges all relevant states and actors to cooperate fully with the identification, investigation, and prosecution of those responsible for such attacks.

Pakistan’s Ambassador Asim Iftikhar Ahmad, who introduced the draft, reminded the Council that nearly 4,500 peacekeepers have lost their lives in the line of duty, including 183 from Pakistan. Ahmad highlighted the increasing number and sophistication of attacks on peacekeepers across several missions, noting that perpetrators are rarely held to account.

“When peacekeepers are killed or injured while performing mandates authorised by this Council, the Council must remain seized on what happens next,” Ambassador Ahmad said. “Impunity for such crimes cannot be allowed to fester. There must be accountability.”

The resolution builds on two previous Security Council texts aimed at strengthening the protection and security of peacekeepers. It requests the UN Secretary-General to ensure that peacekeeping operations promptly establish clear factual records of any future attacks and make them available to host countries for investigation.

It also calls for the designation of a senior focal point within the UN system to coordinate accountability efforts and requires the Secretary-General to submit an annual report to the Council on the status of cases involving violence against peacekeepers, with the first report due within 120 days.

Denmark’s Ambassador Christina Markus Lassen described the unanimous adoption as “a strong and important message.” Lassen said it reassures the more than 50,000 personnel currently serving in UN missions worldwide that the Security Council stands firmly behind them. It also signals to troop- and police-contributing countries that the international community is ready to support justice when their citizens are targeted, and warns perpetrators that crimes will not go unpunished.
