Russian FSB Thwarts Alleged Terror Plots in Khabarovsk Krai and Kabardino-Balkaria

Russia’s Federal Security Service (FSB) announced that it had prevented planned terrorist attacks in two regions, detaining suspects in Khabarovsk Krai in the Far East and the Kabardino-Balkarian Republic in the North Caucasus.

The operations were carried out jointly with the Investigative Committee.

In Khabarovsk, authorities arrested a 30-year-old citizen of a Central Asian country accused of plotting to set fire to a government building in the regional capital. Officials allege the suspect was acting under instructions from foreign handlers linked to banned terrorist organizations.

In Kabardino-Balkaria, a 16-year-old local resident was detained in Nalchik for allegedly preparing an attack on police officers using improvised explosive devices. The FSB said the teenager had also been influenced by extremist groups.

The agency released video footage purportedly showing the detentions and related evidence, though details of the material were not disclosed beyond references to arson and IED preparations. No injuries or completed attacks were reported, and the FSB emphasized that the operations prevented threats to state authorities and law enforcement.

Kabardino-Balkaria has long been associated with insurgent activity in the North Caucasus, while Khabarovsk represents a rarer case of alleged extremist plotting in Russia’s Far East. Both suspects now face charges under Russian law for preparing acts of terrorism.
