CAF Disciplinary Board Imposes Sanctions on Senegal and Morocco Federations After Controversial AFCON 2025 Final

The Confederation of African Football (CAF) Disciplinary Board has handed down a series of sanctions to the Senegalese Football Federation (FSF), the Royal Moroccan Football Federation (FRMF), and several players and officials following incidents during the TotalEnergies Africa Cup of Nations Morocco 2025 final between Senegal and Morocco, played on January 18, 2026, in Rabat.

The board’s decision, announced on January 28, 2026, addresses breaches of the CAF Disciplinary Code related to unsporting conduct, improper behaviour by supporters, and violations of fair play and integrity principles during the match, which Senegal won 1-0 in extra time.

Sanctions on Fédération Sénégalaise de Football (FSF)

  • Head Coach Pape Bouna Thiaw: Suspended for five (5) official CAF matches and fined USD 100,000 for unsporting conduct that violated fair play and brought the game into disrepute.

  • Players Iliman Cheikh Baroy Ndiaye and Ismaila Sarr: Each suspended for two (2) official CAF matches for unsporting behaviour toward the referee.

  • FSF General Fine: Fined USD 300,000 for improper conduct of supporters that brought the game into disrepute.

  • Conduct Fine: Fined an additional USD 300,000 for unsporting conduct by players and technical staff that breached fair play, loyalty, and integrity principles and discredited the game.

  • Cautionary Fine: Fined USD 15,000 for five (5) cautions received by its players.

Sanctions on Fédération Royale Marocaine de Football (FRMF)

  • Achraf Hakimi: Suspended for two (2) official CAF matches (one suspended for one year) for unsporting behaviour.

  • Ismaël Saibari: Suspended for three (3) official CAF matches and fined USD 100,000 for unsporting behaviour.

  • Ball Boy Conduct: FRMF fined USD 200,000 for inappropriate behaviour by stadium ball boys during the match.

  • VAR Area Invasion: FRMF fined USD 100,000 for improper conduct of players and technical staff who invaded the VAR review area and obstructed the referee’s work, violating Articles 82 and 83 of the CAF Disciplinary Code.

  • Supporter Misconduct: FRMF fined USD 15,000 for use of lasers by supporters.

Rejection of Morocco’s Protest

The board rejected a protest lodged by the FRMF alleging violations by the FSF of Articles 82 and 84 of the Africa Cup of Nations Regulations during the final. No further details on the specific grounds of the protest or the board’s reasoning for rejection were provided in the public statement.
